A i a _ Welcome All vets i along with most americans am Happy to see and read about All the joyous homecomings both on to and in the stars and stripes for the troops from saudi Arabia. _ some of these troops have been gone since August some have Given up incomes All have been missed. After what they have been through i feel they rate a big Welcome Home. The most emotional Homecoming was a few weeks ago on can. A Soldier who had been wounded was shown limping up the walk of his daughters a school with tears in his eyes. It Wasny to the scene that got to me it was the Short statement he made just before entering the school. He said a a i wish this would have happened to us when we arrived Home from  when you meet a person who has just come Home from the Gulf say a Welcome  when you meet someone who served in Vietnam say a Welcome  it is never too late and you May just make someone a Day. A Jim Donovan Mannheim German first in last out the War is Over. Now All the soldiers Are going Home to loved ones left behind. Or Are they the news is full of stories about the policy of a first troops to go to saudi Arabia Are the first ones to return  this is a myth. As a member of the 7th trans group i can Tell you that the 7th group was the first unit to arrive in saudi Arabia. The 7th was at the Airfield on aug. 11, 1990, watching the 82nd airborne 101st airborne and virtually every other unit arrive in country. Now we will watch them go Home. The 7th trans group is one of the few units that has been performing its wartime Mission since August 1990. And the 7th will stay to ensure that All the equipment gets Home. This War could not have been fought and won without the combat units but the 7th was and still is equally important. Quot a. Quot a a a Quot a. A when our. Mission is Complete we too will return to our loved ones. Almost certainly there will be no parades for us because by then the War will be talked about As something that happened in the past. My Gripe is not that the combat units Are getting the recognition they so richly deserve but that the 7th group has participated Irr this whole conflict a from Start to finish a with no recognition whatsoever from your publication or any other. I Low about a Little recognition far the soldiers who have played such a vital role in making operation desert shield desert storm desert Calm and now desert Farewell such a Success. A master  m. A not a pretty picture i find it very difficult to believe that some soldiers who have been in the service Over a year still have problems in maintaining their appearance in accordance with a 670-1. Everywhere i go i spend too much time making uniform corrections. What has happened to our discipline in the military in a not saying that All service Mem ers Arentt disciplined. Look at our accomplishments in Southwest Asia. What in a saying is cos and officers of today a service have become too relaxed in maintaining Basic discipline. Soldiers walking around a main Post area or anywhere should try their Best to look presentable and Well disciplined. Every Soldier has the duty and obligation to enforce established., standards and regulations. Instilling discipline in our soldiers will teach them to watch for the Small details which in turn ensures a Safe successful Mission come on senior leaders lets get it together and make this one army. The answer Given was not even half Way satisfactory and clearly demonstrates the need for your column As a court of last resort. Post allowances in Germany have been reduced from approximately 10 percent to 5 percent a 50% reduction since last August. The reason for this was rumoured to be that a revaluation of the living costs in Washington showed a Large increase. Since the stated purpose of the Post allowance is to offset the difference Between the Cost of living in the overseas area and the Cost of living in Washington , the logic follows that the overseas allowance must go Down. I along with Many others doubt that this is truly the Case and believe a review of the reduction is in order. Although it is True that a Cost of living Survey is normally conducted annually by most posts and submitted to the state department the rules provide for a supplemental Survey when deemed necessary. In addition it is not just the state department that should take the blame. The rules also provide for military input and for a separate military submission through the Chain of command if the state department does not agree. There Are also commissaries and Post exchanges in the Washington area with less expensive merchandise due to the transportation charges added to the overseas facilities prices. This should make the difference greater and Post allowance higher not lower As intimated in the answer. The reply did not even address the question asked on How the living quarters allowance rates Are determined. La is a combination of verified rent paid up to a set amount by rank or Grade and expenditures for electricity Oil water and other specified items. The initial and yearly housing surveys Are used to make this determination and any changes.
