European Stars and Stripes (Newspaper) - December 18, 1994, Darmstadt, Hesse 1 Bush off target with gun slinging aim by John Young Waco Texas Tribune Herald Eorge w. Bush is proposing that the average citizen be Able to do what secret service agents guarding the White House would not shoot to kill. Agents could have pumped Many holes into gunman Francisco Duran he being the Loon who was showing on Pennsylvania Avenue that assault weapons in fact can be used just for target practice " the secret service could have Blawji Duran away but did t. It had a convincing rationale. Bystanders were All around. Automobiles were driving by. Opening fire would have placed All in harm s Way. With All of the training and firepower of elite Law enforcement specialists and with the help of two unarmed bystanders the secret service apprehended Duran the old fashioned Way. It wrestled him to the ground " " a now switch to gov elect Bush in election s afterglow saying hell sign a Bill allowing concealed handgun permits essentially deputising people who la know How to handle a gun but won t have a clue How to safely Deal with a crime in commission. If Bush has his Way volatile situations will have the added ingredient of purposefully armed citizens who think the police want their help. They Don t. Ask the Texas police chiefs association. V. ".," piano police chief Bruce Glasscock said a concealed weapon creates a false sense of Security. In fact people who Are confronted by situations would rarely have an Opportunity to use that and when they do armed and dangerous laymen will be As much threats to the innocent and to them selves As to the perceived culprit. Yes that s the perceived culprit like the Daugh Ter who recently was shot dead by her own father like the japanese Exchange student who knocked on the wrong american door. The Bill Bush supports would allow a permit for a it was the secret services idea person age 21 and Over with no history of crime or mental illness. The applicant would have to take a firearm education and safety class set up by the Texas department of Public safety. Those Are paltry criteria for a License to kill. See ing the apparent writing on the Wall that Ann Richards won t be around to veto the Bill As she did in the last session voices of sanity in Austin should place additional hoops through which people must jump to qualify. First of All permit owners should be drilled and tested on police procedures for dealing with crime scenes. No pass no play no shoulder Holster. Fire Arm education must mean More than sparing one s foot from a fusillade. Second this permit should not come free or cheap. An official Texas License to kill should com Mand no less than $200, third the Holder of such a state permit should be advised that he or she can face a hearing As per police procedure when deadly Force is used. I feel confident that most texans who acquire concealed weapons permits under the Bare Bones Bill proposed would be the most upstanding kind not a threat to anyone. I also feel confident that a percentage of Parmi tees probably those first in line will be a threat to lots of people. They Are the ones to whom that trusty handgun is a bragging Point often trotted out for display purposes. Ultimately it is More than a Means of self defense. It is a Means of self actualizing. I m armed. Therefore i am. Texas police chiefs should Campaign hard not give in. Make the Point our state will not be safer with amateurs packing heat. Since the voters have handed the governor s office to a Novice fresh off the Street however i guess we d All better All run for cover. Concealed weapons May be the second order of business for new gov. Bush right after he proclaims labor Day the Start of kill Dee season. Cox new Servia Clarence Page Iron sabbatical. You save with Money time Andy Rodney a commonly assume that Money and happiness go together but As far As i know there has never been a study done on the subject. Are Rich people happier than poor people the big difference Between the people who have a lot of Money and the people who Don t have much is that wealthy people can afford to pay to have things done for them. That saves time. They spend More time doing things they want to do and less time doing what has to be done. There Are Tough decisions to be made in anyone s life about swapping time for Money. One of the problems is that during some part of the Day your time in t Worth much. At other times it s Worth its weight in Gold. This morning at a time i work Best i drove 45 minutes to get to work parked the car in a lot four blocks from Here and walked Uphill in the rain to the office. I got to the front door and someone got out of a chauffeur driven limousine with a newspaper under his Arm and a briefcase in his hand and took eight Steps into the building. Money had saved him time. He d even read the newspaper. I hated him. I be often driven for 20 minutes to a Gas station where i can buy Gas for 4 cents a gallon less than a place just Down the Street. If i buy 15 Gallons i save 60 cents. Should i Swap 60 cents for 20 minutes the Shoeshine shop charges $2 and you re expected to tip a Dollar. I m not cheap but i Shine my own shoes and save both time and Money. I try to do it at an hour when my productivity is Low. I was up on a ladder cleaning leaves out of the Gutter saturday and i thought if this ladder starts to go i m going to try to land in the Bushes to break my fall. My next thought was this is ridiculous. Save your Hospital time. Pay someone to do this Nasty Job for you. You could be in the living room watching the football the idea of being driven to work in a limousine does t Appeal to me at any Price but having some one clean the gutters is another matter. I m Rich enough for that. Everyone spends Money saving time. In new York City i always take a taxi not the bus. On the other hand i d never pay for first class on an airline be cause it does t save you five seconds. I used to go to a Barbershop where i sat and waited until a Barber was free. Now i go to a shop which i can Call and make an appointment. It costs More but saves time. I have my pants pressed at the cleaners now in Stead of putting up the ironing Board and pressing two creases in each pan leg myself. On saturday mornings i buy two papers instead of one so i Don t have to wait until Margie s finished with the first Section to read it. I have my paycheck sent to the Bank through the mail because these Days i have enough left from last week to get me through the week until the Check gets to the Bank and clears. I used to pick up my pay Check from the cashier go to the Bank Cash it de posit some of it and then return to the office. It took me an hour. It was a waste of time but i needed the Money not next week not tomorrow but right then. There s no question about it saving time is one of the Best things about having Money. With Money it is possible to compress More of the Good things into the time you have on Earth. Tribune Media sort Lea Andy Rooney is a former stars and stripes reporter.
